With a constitutionally suspect pork spending plan dead in the Senate, the House is scrambling to find another way to pass out the pork, though suddenly a better idea has emerged in the Senate.  As this story notes, there is a way to make some money available for categorical aid distributed on a statewide basis to supplement local efforts -- such as the existing fire department assistance program

This quote from Speaker Benny Petrus caught my eye: "As the deadline approaches, we have to have a backup plan."

Must they?

As Brummett writes, (link fixed) the better course is greater executive control over the spending of surplus funds on local projects. He notes, too, by the way that the nearly $1 billion surplus is about spent up.
