Early politicking

Are people getting fired up for state legislative races earlier than is customary? Seems like it to me. Latest is Rep. David Johnson's announcement of an announcement tomorrow. Presumably the first-term second-term rep will be announcing his effort to succeed Sen. Jim Argue in 2008.
