Rogers and the constitution

Funny place, Rogers. They've passed an ordinance  to prohibit panhandling of people in motor vehicles. The ordinance bans both the solicitation and the contribution. EXCEPT: to city-sponsored efforts for charity. A lawsuit says that's unconstitutional. I think the lawyer has a point. You can't very well argue that this is a public safety issue when you let firemen go out in the street to shake down motorists, but not others.
