Answer: universal coverage

The state barely made its target to get small companies to enroll in a heavily subsidized, bare-bones health insurance program for low-income people. About half the kids who school tests indicated had vision problems never saw a doctor. Wonder why?

My theory: Even small payments for insurance or a doctor's office visit are more than many small businesses and/or working people can afford. Universal health care. The rest of the world's industrialized countries have it. Why not the U.S.? (And, please, Huck, don't trot out the preventive health care line on the failure to provide eye care for school kids. What, they should eat more carrots?)
