The heavy toll of highways

Call me unsurprised that consultants have now concluded you can't pay for a Bella Vista bypass with tolls alone. Rep. Donna Hutchinson has the solution. Steal some of the rest of the state's highway money. That would be fine with the Republican highway commissioner from, say, El Dorado, I'm sure.
