New lottery proposal

A new draft of the amendment to allow a state lottery has been submitted to the attorney general for review. Go to the link for news release, a letter explaining how the original proposal has been changed and the text of the amendment.

Note this: A number of major questions won't be answered until the legislature implements the proposal. State lottery can mean many things in many states -- scratchoff cards, multiple drawings and, now in some states, lottery "terminals" that sound a whole lot like slot machines. It would appear the new version prohibits privatizing the lottery, as some states have done.
