N.Y. Gov. Spitzer drops proposal to issue driver's licenses to immigrants. Too much opposition. The Homeland Security Department liked the idea -- it provided further identification of people in the country and the Spitzer proposal wouldn't have issued IDs usable for aircraft boarding and the like. It also would have encouraged more insurance coverage of immigrant workers, who are driving anyway, licenses or no.
