This is somewhat reminiscent of the ethics cleanup in Arkansas (oxymoron, that) in which legislators agreed to some new restrictions but simply had to continue a way to get the coveted of coveted -- free racing passes.

From Louisiana where the new Gov. Bobby Jindal has been promising ethics reform, including an end to freebie entertainment tickets for legislators:

Gov. Bobby Jindal's top aide and several legislators used free tickets from the governor's New Orleans Arena suite to treat their daughters and other relatives to the teen idol's recent live concert, at the same time the administration is pushing a bill to prohibit free entertainment tickets to lawmakers.
