Who would pay?

Here's a link to a story that says only 5 percent of the state's gas wells would pay the full severance tax rate being proposed by Gov. Beebe. Beebe says he's taken that into account in his estimates of how much dough the higher rate would bring in. Sounds like a lot of exemptions.
