Annals of abuse of power

Perhaps you've heard of the line-item veto, with which the executive can strike out parts of a bill while keeping the rest as law. But how about the "Frankenstein veto?" Observe: The legislature gives the governor a bill. He takes out his red pen, crosses out 97% of the document, and -- Presto! He suddenly has $470,000 $427 million extra in the general fund!

Take heart, Arkansans. This was happening not here, but in Wisconsin, that former hotbed of Progressivism. (The Frankenstein veto was repealed by Wisconsin voters on Tuesday.) As far as I can tell, we don't have such foolishness in this state. Although maybe such a mechanism could help miraculously raise more money for roads...
