Outlook: Not sunny

Nationwide, state tax revenues are softening as signs of recession grow. One report here.

Stateline.org says 23 states face budget gaps in 2009.

As you know, Gov. Mike Beebe has ratcheted back spending more than $100 million as a safety precaution, a relatively small tweak percentagewise that nonetheless feels bone-deep to many institutions, such as colleges.

The stateline.org report, mapping the national outlook, lists Arkansas among the "concerned" states, as opposed to stable, optimistic or pessimistic about budget outlooks.

I'd say so. With $100 million in budget cuts, and the potential for more if revenue starts sliding, it's hard not to think of the path the state has had to walk before -- hiring freezes for starters. In short, dollars=people in state government.
