The HIV epidemic

New York Times reports the U.S. has been hugely underreporting the incidence of the infection, by something like 40 percent. Democratic congressman notes that the Bush administration has cut, in real dollars, domestic spending to fight HIV. Doctors say the number of new cases has been more or less stable, just underreported for years. There's undeniable truth in criticism that the current administration's ideology -- as reflected in "family planning," condom distribution, just-say-no bias, etc. -- impacts negatively the efforts to curb the disease.
