More on the question of whether a simple vote of the legislature could allow casino gambling (as if the racinos at Oaklawn and Southland are not already casinos.) Several are not convinced by Lt. Gov. Bill Halter’s argument that the Constitution does not prohibit casinos. (This is, again, an unfortunate political argument to make when your point is to get voters comfortable with a state lottery.)
