The morning police report

The e-mail from LRPD's Terry Hastings shivered me this morning, though I suspect it's an all-too-common story.

LRPD REPORT

2008- 126186 – ENDANGERING THE WELFARE OF A MINOR 1ST DEGREE

SUSPECT – KATRINA BIVENS, B/F, 5-29-1981, 8621 BASELINE #12

VICTIM – CHILD A & CHILD B 

INCIDENT DATE/TIME – 10-29-2008 AT 1217 HOURS

INCIDENT LOCATION – 8621 BASELINE #12

ARREST DATE/TIME – 11-11-2008 AT 1500 HOURS

ARREST LOCATION – 3 STATEHOUSE PLAZA (PEABODY HOTEL)

Officers responded to 8621 Baseline after the complex manager heard noises coming from apartment #12 and conducted a welfare search.  Officers located CHILD A, DOB 11-30-2006, and CHILD B, DOB 1-13-2008, alone in the apartment.  Each child was behind closed doors in different bedrooms of the apartment.  CHILD B’s diaper was dripping with urine and CHILD A was wet, and had defecated in her diaper.   Detectives were able to make contact with the children’s mother, Katrina Bivens, who advised she left the children with a babysitter, although statements from people in the complex said there was no babysitter.  Bivens stated to detectives that she would leave work and go home.  After 2 hours, Bivens had not returned home and DHS was contacted and took custody of the children.  Warrants for Bivens’ arrest were obtained. 

On 11-11-2008, Bivens was taken into custody and transported to the Northwest Detective Division where she was served 2 warrants for Endangering the Welfare of a Minor 1st Degree and then transported to Northside.
