The city rassles with a $2 million budget deficit and contemplates cutbacks of vital health, safety and infrastructure work.

Yet it boldly steps forth with a plan to spend $450,000 to refurbish a rock that is obscured by a bridge footing and bears no resemblance to the original rock said in myth to be the one some Frenchman spotted 200 years ago.
