Kinard to Court of Appeals

Gov. Mike Beebe has appointed former state Sen. Mike Kinard of Magnolia to fill a Court of Appeals vacancy created by Judge Sam Bird's resignation.

NEWS RELEASE

Governor Mike Beebe has named Mike Kinard of Magnolia as Associate Judge for District 5 on the Arkansas Court of Appeals.

Kinard, 69, has held his law license in Arkansas for 42 years, working both in private practice and as a prosecuting attorney.  Governors Clinton and Huckabee both appointed Kinard to serve as a Special Justice to the Arkansas Supreme Court.  He served in the Arkansas Senate and as vice-chairman of the Arkansas Crime Laboratory Board.  Originally from Waldo, Kinard graduated from Southern State College (now Southern Arkansas University) before receiving his law degree from the University of Arkansas School of Law in Fayetteville.

The appointment, effective January 1, will fill the unexpired term of Judge Sam Bird, who notified Governor Beebe of his intention to resign earlier this fall.  There are four years left in Bird's term, two of which will be served by Kinard under this appointment.  The remainder of the term will be filled by a judge elected by the voters of the 13 south Arkansas counties which comprise District 5.
