Sebelius says no

Kansas Gov. Kathleen Sebelius won't be joining Barack Obama's cabinet, as had been expected. Kansas has money troubles and she says she shouldn't leave amid crisis. She may run for U.S. Senate in 2010 for a seat Sam Brownback is expected to vacate. Sebelius for Brownback? Would that be a good swap or what?
