Lottery scholarships

Rep. Steve Harrelson's Under the Dome blog provides a copy of the memo House Speaker Robbie Wills had distributed to members about how lottery scholarships work in other states. It doesn't reach hard conclusions on some areas of disagreement, but says making college more affordable to more students is important. Also important: creating rules simple enough that more people will believe college is attainable.
