Trash talk

A story in D-G today (no link available) goes into greater depth about something we've mentioned several times previously -- the city of Little Rock, or some of its nominal leaders, are clearly aching to privatize the landfill.

Nominees welcome for occasions when governments saved money over the long haul by privatization. See: Halliburton.

Anyway, a consultant says costs are high, particularly from debt on a landfill expansion. He also says they wouldn't be so high if the city would take some money from a reserve fund built with garbage fees to pay down the debt.

Ah, but there's a rub. What then would city "leaders" do to balance the general operating budget if they couldn't tap the garbage reserves?
