Cig tax maneuvers

Roby Brock details coming strategy on the cigarette tax legislation and the trauma system legislation the money is to fund.

Bottom line: Nobody counts the needed 75 votes yet for the tax. And opposition is stirring anti-Little Rock feelings among rural legislators as a reason to oppose money for a trauma system that will primarily be centered in Little Rock hospitals.

MEANWHILE: tax bills are on hold so that legislators may see a couple of months of state income this year before acting.
