Baghdad on the Arkansas

Remember a while back when there was some talk about finding a way to curb North Little Rock residents who had a fondness for shooting firearms in celebration, Iraqi style, or maybe just to make noise?

I'm only guessing that that might have some connection to legislation by Rep. Barry Hyde of North Little Rock, passed by the House today, that allows a stiffer penalty for those guilty of the charge of unsafe discharge of a firearm.

The vote was 73-21. Roll call here. To the extent it gives municipalities a bit more leverage against gun abusers, it's a modest bow to home rule, something the NRA took away from Arkansas cities years ago.
