Rep. Monty Davenport is back with his bill to add Arkansas to the states that want to see the president elected by popular vote. It would instruct a state’s electors in the Electoral College to vote for the winner of the national popular vote count. It effectively ends the Electoral College — and the sometimes perverse extra influence of small states — without having to do so through a constitutional amendment process.
