Capitol notes

They may try a vote on the tobacco tax in Senate committee this week, Wednesday. .... The no-texting-while-driving bill won Senate committee approval this morning. (It had another run for minor changes) .... A thumbs-up also given to the now only slightly meaningful bill to prohibit cell phone use by drivers under 18. It's a secondary offense, so a cop can't ticket a teen just for yakking on the phone. Or just for failure to use a hands-free device up to age 21. Cop needs another offense first.
