Ray Winder rewind

I broke the news here yesterday (and thanks to my tip, the D-G followed up this morning) that Little Rock City Attorney Tom Carpenter was expected to issue a legal opinion disqualifying all three bids submitted for use of the old Ray Winder Field. UAMS had appeared to be the winner, but the process now must start anew.

Here's the formal opinion.
