Word is that lottery structural issues are all but resolved. Scholarship money remains the big issue.

The big news might be that Gov. Beebe is said to be moving toward the idea of consolidating some existing scholarship programs, the Challenge Scholarship is the biggie, with a big surplus in untaken money, with new lottery money. Then there could be a simple, streamlined grant program, perhaps in the range of $2,500 per year.
