Legislative notes

From the morning, via John Williams:

Rep. Lindsley Smith's bill to allow recovery of FOI lawsuit attorney fees for winning plaintiffs got a do-pass in committee this morning. The Claims Commission would handle the payments.

The primary seatbelt bill, already passed in the Senate, got a do-pass from a House committee this morning despite objections from the NAACP over racial profiling concerns. (This bill means motorists can be stopped solely for not wearing a seatbelt. As it is, it's a violation enforceable only on a stop for another suspected offense.)
