February revenue

The state revenue report says receipts, gross and net, were up in February over last year and forecast. BUT, a big chunk of the increase was on account of individual income taxes collected on severance payments. Short-term gain, long-term loss from those workers is what that means.

Bottom line seems to be holding: Situation iffy and weakening, but could be worse.
