It's called leverage

Sen. Terry Smith introduced legislation today to cut fishing and hunting licenses from $10.50 to $1.50. This would produce a revenue drop in the millions for the state Game and Fish Commission.

I'm sure it has nothing to do with ongoing efforts, particularly in the Senate, to get Game and Fish to share the wealth from gas exploration on Game and Fish land.
