All done but the boodling

The lottery bill is an agreed-on deal, all the work done mostly out of sight. House Speaker Wills thinks it's even possible that we'll be scratching for lucky bucks before 2009 is over.

Now the fun begins. Who'll draw football coach-level pay of nearly a half-million a year to run the thing? Who'll score the big vendor contracts? Who'll nab the advertising gravy? Will the overseers figure out a way to do a lot of exploratory travel -- Spain has a famous lottery -- to learn the ins and outs of the business? Could you drive to Spain and get 50 cents a mile? Ask one of those Lower Ark. legislators famous for their driving junkets.
