Legislative notes

John Williams reports from the Capitol:

A deal is in the works, but not completed, to transfer some tobacco cessation money to support drug courts (where the idea is to get people to stop using drugs).

Also: Senate voted 28-1 to expand ARKids, as expected .... House committee beat bill to prohibit naming of public facilities after living public officials ... Senate committee rejected bill to give motorcyclists a choice between wearing a helmet or pay for more health insurance.
