Home rule

The Joint Retirement Committee approved Rep. Lindsley Smith's bill to return home rule to cities on the question of pensions for mayors -- currently set by state law at half pay after 10 years of service at age 60. Resistance noted in John Williams' report.

Elsewhere, sounds like the lottery bill is headed to the governor today. And Democrats united to beat Green Rep. Richard Carroll's bill to require state institutions to include all ballot certified candidates in public debates.

I mentioned earlier House Speaker Robbie Wills' news alert that state revenues are eroding. Now it's Rep. Steve Harrelson saying word of a revised revenue estiamte should reach Joint Budget Wednesday morning.

  • Industrial hemp pilot program coming soon to Arkansas

    One of the booths at this week's Ark-La-Tex Medical Cannabis Expo was hosted by the Arkansas Hemp Association, a trade group founded to promote and expand non-intoxicating industrial hemp as an agricultural crop in the state. AHA Vice President Jeremy Fisher said the first licenses to grow experimental plots of hemp in the state should be issued by the Arkansas State Plant Board next spring.
