Help for Juan

John Brummett digs further into the question of whether the law allows Arkansas to extend in-state college tuition to Arkansas high school graduates who happen to be undocumented immigrants.

He concludes that Gov. Beebe's opposition is more about politics than law.

Meanwhile, there's the core question of doing right by Juan, the long-time Arkansas resident who played by the rules, did his school work and now must pay a penalty to attend college in his home state because of 1) intense dislike of immigrants in some quarters and 2) politicians' fear of that noisy group.
