Reading between the lines

Perusing the Democrat-Gazette's reporting this morning on how the governor and legisalture will split up the state surplus, I had an urge to ring Mike Wilson up in Jacksonville.

When, for example, the Senate provides a set amount of money for each member to spend and there seems to be a general understanding (if not specific) about which institutions will benefit from these shares of the pork barrel, you really have to wonder if they've come up with no more than a sham process to work around the declared-unconstitutional practice of specific appropriations for specific local projects. Perhaps process is all that matters. (Mike Wilson brought the successful lawsuit over the old practice.)

Gov. Beebe works his magic again, too, it appears.
