Playing by the rules

Senate Democrats are preparing a budget plan that will allow a vote on a health care plan to prevail on a simple majority vote and avoid the higher vote requirement to end a filibuster. It's all legal. Republicans are going to go nuts. Some Democrats might prefer not to be on the spot.
