Round up the usual alibis

Andrew DeMillo analyzes prison boss Larry Norris' coming appearance before a legislative committee, where a recent spate of prison problems might get a little attention. Essential prediction: The buck will stop a whole lot farther down the prison food chain. As the headline says: "Despite scandals, prison chief has pull."
