Needed: Independent prison review

House Majority Leader Steve Harrelson apparently thinks an independent look at state prisons might be in order after recent problems. I have good reason to believe he will not be the only legislator making such a suggestion when prison boss Larry Norris appears before legislators Tuesday.

At a minimum, it's worth asking why corrective action at the prison almost never seems to extend beyond employees directly involved. Are hiring and administration so perfect that every incident -- no matter how many employees are involved -- can always be put down to individual bad apples doing unforseen things? When the prison administration is the one doing the investigating and reporting, you can just about count on it.
