Highway grumbling

John Brummett provides an update on so-far clandestine muttering about a lawsuit over the constitutionality of how the state Highway Commission distributes spending. The muttering continues, but a lawsuit will at least wait distribution of new federal stimulus money for fear of retribution against the part of the state from which a challenge might arise.
