A Texas operator for years has been threatening to mount a constitutional amendment campaign to give a private corporation the sole right to operate casinos in Arkansas at seven locations. He’s back and Attorney General Dustin McDaniel has approved his latest popular name and ballot title.

UPDATE: Arkansas Business has interviewed the casino backer. He says he’s serious and will begin a petition drive. He thinks a provision to direct some proceeds to highways will be a sweetener. The Family Council, naturally, has announced it opposes the idea. We await word from Oaklawn Park and Southalnd. Though the race tracks don’t call themselves casinos (competitors are prohibited by the amendment) they offer poker, blackjack and craps machines, among other casino-like offerings.
