The Arkansas Lottery Commission has finally released the name and hometown of the $25 million Powerball winner who stepped forward last week. Harold Bailey of Conway is the lucky winner.  Bailey opted for the one-time payout of roughly $12.1 million instead of annualized payments. Above is a check from the lottery commission to Bailey in the amount of $8,264,462.78, his take after taxes. Chief legal counsel Bishop Woosley said Bailey declined to have his picture taken.  But a fuzzy copy of his driver’s license was distributed with other lottery documents. (Note: rule 7.16 expressly requires a lottery winner to grant the right of the lottery to use his name, address and likeness in print or on the Internet.)
