A broken justice system

It occurs to me that something is wrong with the justice system -- and nobody has done much about it -- when you get a news release that says (my emphasis):

The Board of Corrections has scheduled a special board meeting for tomorrow morning to consider invoking the Emergency Powers Act to ease the backlog of state inmates being held in county jails. The EPA has been invoked every 90 days since November 1998.
