PS — A relevant note from Eric Francis, who once reported on phone use in NLR city government while writing for The Times of North Little Rock:

What I found was lots of people had phones, and everyone swore they only used it for official work purposes; however, when you read through months (and months and months) of itemized cell phone bills, you find a very different story. Also, oversight was nonexistent; one of the biggest problems was many people who relied on their phones the most for work (like the head of the city garage) had limited plans, when the city could've gotten an unlimited plan with no-cost minutes between people on the same plan and spend far less. Instead, people racked up huge bills for overages.

By our calculations, after the city rebid the contract (as a result of the series), they saved $50,000 the next year.
