Mental health care update

I mentioned yesterday some rumbling about possible resistance to new rules aimed at improving care and controlling costs for the state's huge outlay on residential mental health treatment. Lobbyists were grumbling in the hallways, but the rules came out of joint committee this morning without a hitch and will take effect Jan. 1.
