Mark it down. The U.S. will eventually join the rest of the civilized world and enact bans on use of cell phones — hand-held or not — while driving. Mark it down also that, as with seatbelt rules, Arkansas will bring up the rear in enacting common-sense legislation on the subject.

Even the half-measure to limit hand-held phone use in school zones went nowhere with the Arkansas legislature.
