Hat's off: To Rep. Jeff Wardlaw, D-Warren.

Three cents: The House voted to allow the Public Service Commission to charge three cents per month to cell phone users - the fee is currently charged to those who use land lines - to fund equipment that helps the hearing impaired use telephone services.

Back-slapping: Legislators are likely to sustain injuries - think wrist sprains and possibly tennis-elbow - as they strain to congratulate one another on passing an ethics reform package which comes to a vote on Monday.
