The hump day line

One final tidbit:

* The Senate today defeated, 13-9, legislation to prohibit use of a cell phone in a school zone. Cell phone use continues to trump safety in Arkansas.

* The Billionaire Boys Club bill cometh. After a lot of strong talk about legislative independence and resentment of heavy-handed lobbying by a Walton lobbyist (but not a big enough financial contribution to the Senate Republican PAC to go along with the lobbying), Sen. Gilbert Baker has introduced the expected legislation to end the 24-school cap on open enrollment charter schools. His bill would automatically lift the cap by 5 whenever the number already permitted was within two of the existing limit. The good news is that the current state Board of Education seems to be taking seriously its task of reviewing applications and checking back on existing operations. That has not been the case in past years. Even a pro-charter school organization produced a report jam-packed with past deficiencies in the board's oversight. The billionaires generally take a more laissez faire approach. Approve just about anybody who asks and shut them down later, maybe, if they don't deliver.
