Caring for the developmentally disabled

The unpleasant read of the day: An investigative report by the New York Times on the New York state institutions for the developmentally disabled. Despite much larger per-patient expenditures than that spent on small group homes, they've been the scene of shocking abuse by unqualified employees.

Arkansas, of course, is facing its own set of issues on adequacy of its large institutions for care of the developmentally disabled.
