How Little Rock profits from crime

ICYMI in this week's Times:

David Koon turns up a most interesting fact about Little Rock city government.

The LRPD charges you $10 for the police report of a burglary. (CORRECTION: Only to others seeking the report, not victims. What if you represent the victim? Is that good enough? Who knows?)

We wondered: How can you charge $10 when the Freedom of Information Act says you may not be charged more than the cost of reproduction for copies of public documents? (Secretary of State Mark Martin learned this lesson — one of his many legal deficiencies — while trying to block our FOIs a while back.)

Oops. The city couldn't find a justification.

Now it says that, if you invoke the magic words "Freedom of Information Act," you can get a burglary report for a few pennies. Otherwise, they'll stick the unsuspecting for $10.

If this is marginally legal — and I'm not so sure — it certainly isn't right.

It's another thing to remember —- along with that amorphous $40 million corporate welfare slush fund — when they come asking you for a tax increase.
