Rapert's amendment gets cartoon attention

Sen. Jason Rapert pulled, for the fiscal session at least, his proposal to have Arkansas join states to call a constitutional amendment convention — his aim to have a majority of states control the federal budget. Criticism came from both right and left, particularly about the potential for such a convention to stray into untold other issues. It inspired the cartoon above, sent to me today.

Noted: Rapert once had as many as 37 sponsors on SJR 1, but five or so peeled off this week before it was sent to interim committee.
