The Democratic Party makes regular note of U.S. Rep. Tom Cotton’s hypocrisy. For example, a news release notes:

Tom Cotton joined the other members of the Arkansas delegation asking for a federal disaster declaration for 15 Arkansas counties hit by a winter storm.

Rep. Cotton voted against legislation to replenish the account from which FEMA paid storm damage claims, thus opposing money for Hurricane Sandy victims He said it would increase the national debt.
The national debt having been increased by replenishing disaster money, Tom Cotton has no objections — encourages actually — spending that money in Arkansas.
The problem, of course, is that the Democratic Party believes such two-faced representation would cause Cotton a problem with Arkansas voters. They are the very people, many happy with Medicare, who screamed loudest “no government health care” when Obamacare came along. Who want lower taxes but better highways and airports. Who want farm subsidies but no food stamps for poor people. The operative question is: “What have you done for ME lately?” It might even be to your benefit — no matter how hypocritical in the analysis — to vote money for Arkansas but not for those damyankee hurricane victims.
