A 23-year-old Oklahoma man was killed by an off-duty Sebastian County deputy Saturday afternoon in Fort Smith. The deputy said the man, Justin Wayne Higgins, was pointing a gun at another man in a pickup with three children and he heard the man's weapon "click" before he fired, according to the Southwest Times Record report. No one else was hurt.
